Chalky Kuhlis -- 911! :(

Hi everyone!

I'm having a problem with one of my Kuhli loaches. I don't know what else to say except for that he's very dormant, breathing (in my opinion) awfully fast, and has kind of a chalky quality to what used to be quite a vibrantly-colored skin. If you look close enough, it looks almost like there's goosebumps underneath his skin. Does anybody know what this could be? Is my poor loach a gonner? Can I medicate him in any way? Any advice you have would be appreciated!
