Sounds like you have some good flirting going on...give them some time to mature a little more, as Dr Momfish has said they grow to 4" when mature. When they mature, still no spawning, water param's are ok then you might have a male that won't preform his duties, this sometimes happens with kribs.

As far as the chasing, the female was already established in the tank and claimed the whole tank as hers. I would be willing to bet that if the 3 were put in together at the same time they would have split up the tank for territory after some lip locking and everything would have settled down.
