Lighting with Reflectors

I am into this plant thing. I have a 46g tank and 3 strips of 30W flourescent lamps. Over the net, I have found that I need about 2-4 watts of light per gallon. A quick calculation shows that I need a bare minimum of 92watts of light, which is what I have. The LFS said that I should gauge lighting requirement by surface area, e.g. 25W per sq feet. instead of using gallons which could be subjective (tank depth etc.). I wonder which is more accurate? Also, I bought 3 sets of reflectors which claims to double the output of the light. Does this mean that I have 30*3*2 = 180 watts of lighting? Thanks.
