As Dave says, adding phosphate-laden tapwater as part of a water change is going to do nothing for the existing phosphate levels. Consider using a phosphate removing resin such as API Phos-Zorb to reduce levels in the tank, or if you can afford it, some means of purifying tapwater. Reverse Osmosis units tend to be prohibitively expensive, but there are many tapwater filters available that do a similar job in purifying water. If using RO water, note that this is PURE water, and will require the addition of essential trace elements. A scan through a fish-keepingmag should reveal stockists of water treatment equipment.
