Help! My Plants are sun burnt!

Can plants get sun-burnt (I mean lamp-burnt, since I am only using lamps)? I've got this Dwarf Ambulia which grows great and looks extremely lovely green. However, once it reaches the surface of the water, the tips of the plant becomes brownish. Is this sign of sun-burn? My other plants (Camboba and Elodea) also shoots to the tank surface but doesn't suffer from this problem. Every now and then (actually once week) I had to cut off the top portion to remove the burnt portion and wait for another week for this to happen again. Other than the good growth I enjoy, it is really distressing to see the plants turn brown. I have a 4ft 46g tank with 3 X 30w lamps with reflectors. Is the tank receiving too much light? What can I do to alleviate the sun-burnt problem with Dwarf Ambulia? The
