Hurtin Little Clown Loach

Help!!

I have a 29 high tank. It has been up for about 3.5 weeks. I have 4 nickle sized tank hatched/raised angels and 2 clown loaches. All fish seem fine except for 1 clown loach. It appears that his left front fin is not aiding in movement. He has lost mobility and seems lethargic. Plenty of air, ph ok and water at 79deg. Noticed this upon coming home last evening (around 5:00pm). Placed him in isolation (hatchery that floats) and added some start right to the water in thoughts of stress relief.

Any thoughts would be helpful...
