What's the temperature of the tank? If it's too hot, there could be a shortage of oxygen - ideal temp about 80-84 - try not to change the temperature too quickly. If it's starved of oxygen, get an airline into the tank. Don't add any stress-coat or similar, it may clog up the gills. Has the fish swallowed anything to block its airway (what's the piscine equivalent please???). Have you got a hospital tank? Bare in mind that any move now is going to stress the fish even more, but if conditions are identical, and the fish is not too hard to catch, it may be worth moving it. Net the fish then carry it in a container of original tank water (so that the fish isn't lifted out into air) and allow it time to get adapted to the hospital tank. If you don't have a new tank, try a partial water change (20%) with dechlorinated water (no stress coat).
