Maybe Moe and my clown have the same thing?

I have posted before, but didnt get any responses, ( scroll down and see NOT AGAIN! posted by me a day ago )

One of my clowns in my 20 gallon tank is wobbling to and fro on the bottom of the tank, mouth open, breathing fast and very disorientated, hasnt eaten either. I have had him approximately 2 months. Same thing happend to a few of my other clowns about a month ago and they both died within a day of each other, and the sympotms lasted a week. he has full color, no clamped fins. the temp is 80, the nitrates and ammonia are both at 0. Im thinking maybe something in my cities water cant handle the clowns, because they are the only ones getting sick. Im so exhausted and worred about this strange phenomenom.
