Tank lighting question

Does anybody keep 40 watts of light over a 29 gallon high tank and keep live plants? I know this is a little off the topic of loaches, but I do keep striata in the tank I am thinking of changing! I'm basically asking all around...
I am considering upgrading a 20 long to a 29 high, but then I would go from 2 watts per gallon (with only 12" depth - very good lighting) to approx 1.5 per gallon with a depth of 18 3/4". Doesnt sound too good to me. I'd like to know if you can grow at least some of the basic fast-growing species, like any hygros, Rotala indica, crinum, etc. I will be happy to go with lots of crypts & java fern, but need *some* of the others. Unfortunately, since I need to keep the same hood & double bulb fixture, I am stuck with the 40 watts. The tanks are only
