Try using potted plants. Its not a daft as it sounds. My LFS sells aquatic plants in little plastic pots which have slots cut in them. The plant is planted in what appears to be sponge. They come out a treat for trimming and the loaches can't upset the roots. The only drawback is you need a good 2" of gravel to bury them in.
