Clowns reluctant to be in the spotlight

I know loaches tend to be low lighters, but I need to have a fair amount of
light on my tank for live plants. I have 2 20 watt, 1 8 watt, and 1 15 watt
flo tube on my 40 gal. which is home to 5 small clowns. I replaced one of the
20 watt bulbs with a blue actinic to improve plant growth while lowering the
total "brightness" of the tank. I think the clowns are pretty unhappy, because
I used to see them all the time, and they schooled together, but now I never
see more than 2 at a time, and never all of them together. Is there anything
I can do short of removing all the wood and rock from the tank so I can see
my fish? Oh, they dont come out in the evening when only the actinic is on,
either.
