I had a similar problem with my loach tank about 4 months ago. Several fish dropped dead almost overnight, and the rest looked very stressed (as you've described your fish) no matter what I did - I was doing water changes, vacuuming the gravel, adding stress-coat, Ammo-lock, etc. My nitrite (hope I picked the right one - can't remember right now) was testing high no matter what I did - water changes didn't lower it at all. I had just changed the cartridges on my filter, and I think I'd lost most of my bacteria.
I ended up putting a few of the fish into a hospital tank to reduce the bioload on the main tank, used a nitrite removal pillow, and added some Bio-Zyme to the water. I also added a plain old charcoal and floss box filter. Eventually my filter was re-established and I didn't lose any more fish.
(I had lost, in this order, a clown pleco, black phantom tetra, 2 2-inch clown loaches, and a betta splendens. They didn't show any sign of illness - they just dropped dead.)
I know your testing isn't showing any unusual readings, but I would still suspect the change in filters is contributing to the symptoms. Add extra aeration and filtration if you can.
