Hardness and PH

What's the preferred water hardness and ph for baby clown loaches? I found some half-inch clown loaches at a store recently and wondered if they would do well in my tank.

Also, I've been adding peat moss in my 55-gallon tank for the past week to soften the water (I want neons). The water's gotten brown, but the ph stays above 8.0. Tests also show that I have no ammonia. Does anyone know why this is the case? Why doesn't the water soften? Is it because of the salt in the water? I have only 1 teaspoon of salt for every 10 gallons. Right now, the only fish in there are a male Betta, a small pearl gourami, and four small plecos.
