I bought my first two clown loaches at the end of 1996. When I put them in their new big tank in December of 1997 they still had these spots. By the spring they were gone. So, they had them for over one year.

Like I said, I'm not sure about what they are. I will re-post the question on the plants list this weeks and see if I get a response from this student, and I'll be sure to ask him how long larvae live in the skin of the fish.
