In a canister filter you can use a sintered glass media such as Siporax which can develop anaerobic bacteria within it. This will help break down Nitrates to an extent, but ultimately the only thing that really works is .................

WATER CHANGE, WATER CHANGE, WATER CHANGE.........etc.
