What sort of filtration are you planning to use in your new tank? If UGF, place the old (bacteria rich) gravel on top of the new (clean) gravel. If reverse flow UGF, put the new on top of the old. Or perhaps do as Craig suggested and add a bit of new to the old gravel over a period of time.
