Have you tested the KH (carbonate hardness)? If you have low KH, there is nothing there to buffer and keep the ph from dropping. The ph in my tap water can be as high as 8.5, but I have no KH, so it goes down rapidly. I use a product called PH Stable when I do a water change, and I have also used crushed coral in the filter. I'm sorry to hear about your clowns.
