Popeye?

I know this a little of subject but.... I have a Neetropolus Nematopas (Neat or poor mans tropheus) that has a bad case of popeye. I've put him in an isolation tank and treated him with penecilin(no dice). One eye is popped out and appears to have a red spot on the back of the skin surronding the eye. Anyone who has had any experience with popeye or who knows if and how its cured would be greatly appreciated.
