Cloudy Water

I am wondering what would cause my water to be a little cloudy in my tank. It is kind-of a white cloud like stuff that if u look at it at the right andle under the light it seems to be flowing like white cluds. It is only a 10 gallon and I have 9.5 inches of fish with a 100GPH powerfilter on it with GOOD areation. I think it may be free bacteria and when I uprade to the 29 Gal ( I know you all have heard me say this about a thousand times but I AM going to get the tank on Monday) with an H.O.T Magnum 250 GPH hooked up to a Bio-Wheel. I think that the Bio-Wheel will take care of the suspended bacteria (if that's what it is). I am going to have 3 clowns in there and I want to make sure the water is at it's best! Also will the Micron cartridge in the Magnum (which I am getting Thursday) take care of the white cloudy stuff i
