Is this Clown Loach Fine?

I have recently bought a small clown loach. He spends most of his time at the top of the tank. Sometimes he gets in the way of other fish. Please tell me if there is anything wrong with him, I thought they were supposed to stay mainly on the ground. How much are they worth anyways$(Clown loach)
