I'd call that overcrowded. In my 10 gallon, I've got 4 Neons, an algae eater, and 3 swordtails. I'm also considering moving them all to a larger tank. The Neons are full grown, but the swords are about to give birth, and the algae eater can still get a bit larger. I definitely wouldn't add more fish though. I keep up with water changes every 2 weeks, and rarely have detectable nitrate levels.
