I had the same problem with the Magnum when I first got it and I could not figure out what I was doing wrong?!?!? I would fill it with water and turn it on and I could see about an inch of air space in the top of the filter and it did make a lot of noise. I figured out that when you fill it with water, the blue plastic thing that goes at the top will hold air underneith it and You have to get this out. All I did was wiggle it around when I filled it up all the way and get ALL of the air out. Then make sure it has water almost all the way to the edge of the top. Press the lid on tughtly and close it. Then take the outlet and inlet tube off and hang it on the tank. Put the inlet tubedown into the water and plug it into the Magnum. Plug in the outlet tube and turn it on!! That solved all of my problems and it runs so quiet, I have to check it occasionally to make sure it is still going!! As for the noise in the outlet, just try to aim the water down into the tank with the split flow diffuser and make sure the water level is over the top of it. That's what I do and I love it!!!!!! :)
