Convert 10 gal tank

I have a 25 gal community tank. I have tried to keep clown loaches there with no success. New to the web,and now that I've found you, I have just begun to see all the mistakes I've made. I have always loved clown loaches and I do want to keep some. At the present, I also have a 10 gal tank that I kept for a hospital tank. I would like to convert this tank to a home for some clown loaches. Will I be able to keep three loaches, a pleco and some schooling fish for company in this small tank? I look forward to having a larger tank in the future but I want to enjoy the loaches now. I also have tap water with a very high ph. I phdown when I water change but the test still reads at the top of the chart, 7.6. Will this pose serious problems for me in this endeavor? What would the best schoolers be
