weather loach and goldfish eyes...

My smaller weather loach has begun his aggressive behavior again, he keeps on swimming up to a fish and "snufferling" at their gills and eyes. I have read that loaches sometimes eat goldfish eyes or damage them and I dont know what to do. Why would he be doing this? not enough food? or getting territorial??? Apart from some missing scales on the goldfish no damage has been done but he stresses my fish (and me) Apart from getting rid of him is there anything I can do? Has anyone else experienced this???
