Use conditioned bio-wheel?

Hey gang-Just started to prepare 30 gal tank for not yet obtained loaches. I am transfering h2o(water changes)from two established tanks. I will add new conditioned water also. My hope is to bring in 2 clown loaches and a yoyo to the new tank directly. I will use the tank as the hospital tank as no other fish will go in until I feel the loaches are safe. Would the established tank be safe if I put it's bio-wheel in the new tank and replace it with a new wheel? --- I'd also like to have some live plants in the new tank before any loaches. What plants will stand up to the heat if I had to raise temp for ich? --- The ph in my tanks is 7.8. The tap water is very hard. Anything I should do about that? I really want to do this right- from the start.
