Clown Loach has a few small black spots

One of my clown loaches has about 4 tiny black spots on one half of his body. He is the only one which has these spots. What are they and how do I treat them (if they are nasty!)?
Tank Params 15 gallon Ammonia ~0ppm Nitrite ~0ppm Nitrate ~40ppm and stable
They get feed shrimp pellets once a day. They have numerous tank mate (guppies, gourami, long fin danios, catfish). The tank is overcrowded and has been for a long time, but I keep up by doing 20% or more water changes ever week to two weeks. I noticed these spots after I had done a water change, moved the ornaments around and sat down to watch the fish eat. I do not know how long he has had these spots.
