Loach is scratching ick spots off

Well i guess most of you know my prop. I have had ick for about two weeks. it went from bad to worse on one loach and the other loach is fine and. but i just started puting CLOUT in and i ha ve done about three treatment and i am not seeing any to much improvment, the only improvement that i am seeing is the loaches are more active and when he is active he is rubbing up against something to get the ick spots off. I have followed all the directions and taken out the carbon and it said to leave the filters running. I have a whisper 20 outside hanging box filter. Well tell me what you think.
