You say that the ph of your tap water is 8.2, but your tank ph is 6.6. How are you accomplishing this ph change? Are you using ph Down or something similar? Most chemical ph adjusters or stabilizers are very heavily loaded with phosphates. High phosphate levels promote algae growth of all types including green waterbourn algae. A diatom filter will clear the water but, until you lower the nutrients that the algae are feeding on, it will return.
