Black Skunge

Does anyone know what that evil black "skunge", as some of my friend from the aquarium society & I call it, that grows on both fake and live plants. It's almost impossible to get off. I have to scrub it off with a scotch-brite pad on the fake ones, and when you try to rub it off the real ones it shreds the leaves. It's really nasty stuff. Is there anything that will eat it off the live plants or safely dissolve it off the fake ones? I've tried Seri-clean on the fake ones and it helps, but I still end up scrubbing. My dish pan hands thank any suggestions.
