Clown Loach Problems (health)

I've had four clown loaches for about a month now. I bought three about three months ago, and I bought the fourth one a month ago. The original three were always eating constantly, and they became rather fat, but not an unhealthy kind of fat. All of a sudden, about one week ago, I noticed a white film (not ich) on the fins and bodies of two of my clown loaches (2 of 3 original clowns). They have lost a dramatic amount of weight in the last week. They tend to stay at the top of the tank, upside-down. They appear to be gasping for air. They are very sluggish and they don't move around together like they always did. They try to eat but only consume a minimal amount.

For treatment, I used Maracide; it cleared the white film on their bodies, but it didn't stop fin/tail rot. My local p
