1 shy clown loach

Hi everyone, I have a question for everyone. I have a 20 gal hex tank with 3 clown loaches, 3 tiger barbs, 3 checkered barbs, a red-eyed tetra, and a plecothemus. I know the tank is kinda small, considereing the potential growth of the loaches and the pleco, but I am setting up a 77 gallon tank to keep them happy. Here is my question. Of the 3 loaches, 2 come out on a regular basis to play, forrage, uproot plants etc. but the 3rd one spends all of his time crammed in between two plastic rocks.(its amazing how he gets in there) I havent done anything to the tank, like redecorating, except replacing the plastic plants for real ones. The water quality is good, no ammonia, no nitrites, nitrates 40ppm. The fish all look and act normal/healthy except for that one. Any ideas why he/she acts this way? Also, ho
