I would go with the larger tank with a smaller one below it. I have limited space, so that's what I've had to do. I have a 29 with a 20 below it on one stand, and a 20 with a 10 below it on another. Even though many stands are made to house two of the same size tanks, there seems to be insufficient room to work on the bottom tank. Thats why a smaller tank with less height below works for me.
