Don't forget that many fish will quickly outgrow a 10-gallon tank. You have many more species options with a 40-gallon, though you wouldn't be able perhaps to diversify as much since all the fish would have to get along (i.e., you could not have an African cichlid tank and a livebearers tank and a betta tank, etc). If you have an idea of what fish you want to raise you can make a better decision. Personally, I'd go with one larger tank. But I've come up with fish that are all more-or-less compatible.
