clown loach with fin rot, or maybe not

#1. I have a 26 gallon tank with community fish. A couple angels, 3 black skirts, 2 platties, 1 pleco., 1 clown loach (used to have 2 – RIP). All the fish are fine and have been, for over two years, except for the clown loach. All of his fins are deteriorating. Saddest things ya ever saw….. Both of the loaches had this problem early on. It slowly gets worse. Although, it doesn’t seem to effect the loach in any other way. He still swims around playfully and eats as much as the others. I don't think it's fin rot because this has been slowly getting worse over the course of 2 years. I know the dead one didn’t die because of this. He had a problem with a filter - and the filter won. Anyway, I was thinking of getting a few more loaches but I’m hesitant
