Is 3 clowns too few?

I read in an aquarium book recently that having fewer than 5 clown loaches in a tank will lead to much bullying amongst them. We have three 2-inchers in our 29 gal (with some cardinal tetras and 2 dwarf gouramis). The alpha clown chases and harasses the other two quite a bit. We're wondering whether adding a couple more would improve the group dynamics. Opinions?
