Very Sick Weather Loach Please help

Hi, today at around 3:00Pm I noticedsomething very bad on my loach. Around his fin there is a white blister-like swelling surronded by a red ring. It looks almost like there is something stuck in his body(if that makes sense). The lady at the petstore said it might be bacterial, and I bought an antibacterial and fungal medicines. Other then this horrible thing and radip breathing he is normal. He sucked alittle and moves around every once and awhile. I can't think of what this could be, It isn't pure white I can see the scales. I need any help PLease.
