high number of fatalities in brothers tank

hi guys,

My bro is having trouble with his tank. He has had 7 deaths in the last couple of months. The water parameters are: pH 7-7.5, temp is 75ish
amonia, nitrite dont show up on test kit.
Even the plants have started to die. Could this be part of the problem??

I dunno...its baffling. The fish show no sign of any disease at all. We just find them dead.

He has some rocks in the tank that he got from a fellow fish keeper to put in his tank. These are all covered in a brownish stuff. its not slimy or anything, its just like a tea stain on the rocks or something.

I dunno...i'm running out of ideas. We have changed the filter,pump,light,water,food,plants just incase it was any of these but no change. <
