Pakistani loach

To a relatively new tank with approx 16 fish in it. I recently added a Pakistani loach. The fish is constantly bothering others in the tank (Danios, tetras - all the pretty harmless ones) but ignores the plecos and Plattys. It has also developed a habit of swimming into the pump outlet and getting into the pump head. I assume from doing the aforementioned trick he now has a fin cut behind his gill. He is the biggest fish in the tank by an inch or so. I am considering taking him back - last weekend I got another smaller one to try and pacify the first one, but to no avail. The second, smaller one is chased vigorously around the tank until out of site. I am reluctant to take him back (as I really like the fish) but an considering doing so and then getting another smaller one as that one is very well-behaved.
