'Soft substrate' for clown loaches?

I know clown loaches need a soft substrate as they like to dig and you need to avoid damage to them.

What exactly is a 'soft' substrate for them - are we talking sand or sand on top of the gravel (I have relitivley small gravel) and how on earth do you hoover it?
