Clown Loach respiratory problems

I have a 160lit. tank with 5 Clown Loaches, one of which is 3" in length. The tank has housed clown loaches for the past 5 years without any major problems. I do a 50% water change every 2 weeks and vacuum the gravel on the bottom. The water temperature has been usually around 26 C and I have an under gravel filter.

Tonight I found one of the Clown Loaches on the bottom with major breathing difficulties. He seemed to have haemoraging around the base of his fins and particularly to the front and bottom of his gills. At the same time a glowlite tetra was also on the bottom of the tank with the same symptoms. Their gills were moving frantically.
