Clowns Fins Disentegrating

One of my sons clowns fins are not looking good. The top fin has disentegrated some and the back fin has a split in it. Ammonia & nitrites are 0. Doing a gravel vac once a week with a Magnum H.O.T. and weekly 20% water change with another gravel vac. Water temp 81F.

There are 4 clowns in the 29gal tank, but only one with the fin problem. The clown is acting ok, just looks a little ragged.

What should we do?????
