Clowns picking on Angels

I have two mature marbled Angels which have very long fins. Last week I introduced 7 baby (and I mean BABY) clown loaches into the tank. The loaches are about 3/4 inch long at the most - they are so young that you can still see through them. Anyway, they aren't shoaling yet, and some of them are being a nuisance to the Angels. It doesn't appear that they are trying to be malicious, but more like they have found something on the Angels' fins that they want to graze on. What I'm wondering is if the clowns will likely begin to hang out with one another and leave the Angelfish alone once they (the clowns) grow a little larger.
