water change/temperature (stupid question?)

I'm about to do my first water change with my new loaches. But this is the first time I've had tropical fish. Suddenly, it doesn't seem right to add room temperature water, as I used to do before I needed a heater.
Can I in fact add room temperature water, or do I have to add warm water? If the answer is "warm," then do I need to buy another thermometer to make sure it's the right temp? How close does it have to be to the tank's temp - how much margin of error will clown loaches tolerate for this sort of thing?

PS - Normally, I'm planning on changing 10-15% each week (10 gallon tank) but am open to suggestions. It's also going to have to be more often at a higher % as I start trying to treat
