While on the subject of algae.. Need help

Basically, I'm having some major algae problem. May new joy of keeping clowns is being over run by headache of algae.. Someone please help me identify and get rid of this algae. I've attached a photo of this green algae. It is 5 days old algae growth.. about 20cm in length.

I know it can be removed easily.. what I want to know is how to prevent it. Thanks.

Other details.. 40g tank. 3 months old.
50%:50% plastic:real plants
ammonia 0
nitrite 0
pH 7.0-7.2
kH 30ppm
no CO2 injection.
Weekly dose of plant food.

60% weekly water change
4 x 12cm clown loaches
3 x adult swordtails
7 x swordtail frys (unexpected addition..)
