Baby, Loach not looking good- Need help

I have 1 large clown, baout 6-7" long and 2 babies that I got a week apart. The one I got first has doubled in size and is still following Jaws (the big one) everywhere. I got another a week after the first, from the same tank, same batch. He has been doing well until recently. He has grown a little, but not too much. He is still eating but he is not socializing and hasn't for the last few days. He is spending a lot of time resting on the bottom the last couple of days, in the back of the tank. It's a 30 gallon, slightly overstocked community tank, well planted and aerated. He shows no sign of disease, is losing weight slowly, he doesn't look chubby after eating like the other loaches. Otherwise he looks fine but I know this isn't his regular behaviour. The tank chem is: Ammonia- 0
Nitrites- 0
Nitrates- > 20
pH- 7
Phosphates- 0.25.
The only recent changes to the tank were I switched over my gravel from a large to a small. After that, I had a cory with a slight bacterial infection and treated with Melafix.
I am not a newbie, I have been very successful with clowns before, I just need advice.
