Replacing a tank, need advice

Ok, so here is my situation.
My 30 Gallon tank has finally sorted itself out, just in time for my fish to outgrow it.
I have a new 45 Gallon tank on the way and will be arriving on the 16th.
What is the least traumatic way I can introduce the fish into this new tank?
Things to Keep in mind,
1.) The new tank will have brand new substrate. I can't really mix these
2.) I Can slowly introduce fish from one tank to another (2-3 fish a week?)
3.) I could move the existing "seasoned" filter into the new tank to get things cycling faster
4.) I can move some of the other tanks water into the new tankAfter a terrible bout with Ick and all the care invested in keeping my guys healthy (you really should see how nice they look now) I am terrified about causing harm to the little guys.
Any help is appreciated
