the perfect setup?

Ok, I would love some opinions on the perfect clown setup. I am sure it has all been said here before, but I was not having any luck with the archives today.

I would like to start some in a 25 gal tank and then later move them to my 55 gal tank.

I am really not ready to jump into the live plant stuff yet, would fake be fine for loaches?

Also, what substrate and filtration is recommended. In my 55 gal, I use two power filters and a UGF. They work great together. I would love to use UGF for the 25 to start and add a trickle later. What are your thoughts about that?

I have also read many conflicting temperatures for the clowns, what would one recommend? Also pH? I have very soft water, will this matter? Thanks so much!
