Dilemma, Planted tank, filter/co2 injection + loss

Okay here is my setup first before we get to the decisions. I have a 70 gallon tank, just bought a new Eheim 2028, got rid of aquaclear 500 and still have my Emperor 280. I currently have 5 clown loaches 2-5.5 inches, 10 neons, and will be adding 4-6 blue rams, after I get my problem solved. It is planted with around 10-15 plants and I plan on adding more. Now to inject co2, and get best effiecieny what do I do? Here are two options. I leave my emperor 280 and buy this reactor, http://www.spectrumdesignplastics.com/reactrs.htm
