Substrate Q. - Pool Filter Sand, or Fine Gravel?

Ok, so the design for the 135 Gallon continues. Since all of my filtration is going to be done in a 45 Gallon tank under the main tank, I realized it would be possible to use sand instead of gravel (it wont clog the filters)

so... given the list of fish and decorations below, what would be better for this tank?

7 x Clown Loaches
3 x Dojo Loaches
3 x Siamese Algae Eaters
13 x Harelquin Rasbora's
1 x Blue Gourami
5 x Bala Sharks

Slate is going to be the primary decorative element for this tank, and several plants. I dont know how well plants work in a sandy bottom though.
