skinny active clown loach

I purchased two inch-inch 1/2 clown loaches about a year ago. They were in a 10 gallon small community tank, and in January I noticed that one was really growing and the other almost looked malnurished. I started paying even closer attention at feeding time and saw that he was in fact getting food just fine. In February, I switched to a 30 gallon tank. Since then he has gained slightly (as in, I can't see his spine anymore), but he still isn't anywhere near the 'healthy' look of the other clown loach. As far as my reading and research has shown I have the right water temp and stuff.

Please help this learning amatuer. Should I be doing anything special? Or not worry as long as he is active and eating?
